The article analyzes the work of an outstanding representative of Azerbaijani literature of emigration A. Aghaoghlu “In the Country of Free People”. It has been shown that, although at the time of writing the work the historical conditions for the formation of such a society were lacking, the author not only saw its contours but even established the constitution of the society. The work provides theoretical and practical information about the principles of the new society and its individuals, democracy and freedom in society, respect for the law and etc. The author defends a multiparty system, freedom, rule of law, democratic thinking of the new society. There is no such a problem of the new society which the author did not touch in the work. The article also mentions the attitude of researchers to the work.
